I do see many similarities between the 2 terms and feel they are almost synonymous. The more tickets you buy, the better the odds. Each ticket has a set price (usually a dollar) and the drawing for the prize is on a pre-determined date. There are probably guildelines set by the IRS on what is considered to be a raffle or lottery, but I don't really see much of a difference.
