As usual your post makes perfect sense. I conceded your point about buying habits and no I don't have any information about lower prize levels. However, I submit to you that distribution patterns have much more to do with the location of scratch off prizes and winners than do sales patterns.

$63M Powerball lottery ticket sold in New Mexico
New Mexico has sold its fourth multi-million dollar winning Powerball jackpot ticket.
One winning ticket was sold in New Mexico for tonight's Powerball lottery drawing, according to the New Mexico Lottery Authority. It was the only winning ticket nationwide.
The winning numbers drawn were 3, 11, 24, 36, 38, and the red Powerball was 6.
