You should see the payback on some Mega Millions/Powerball prizes and the Georgia Five numbers game.
Example: 3+1 on Mega Millions; odds 1 in 10,740; prize $50. That is a payback of 0.47%. Why should I play Mega Millions when I can win $5,000 with the Pick-4 with immaterially better odds? Also note that the jackpot payback starts at 5.79% payback ($15,000,000 vs. 1 in 258,890,850 odds).

Systems Vs. Numbers-The Big Question
I pretty much agree with the sentiment in AllenB post. I use Foxpro (currently) to test out theories, then using that theory I scroll through all the tickets to do a What if I use this theory to calculate profit/loss and overall odds. Then if it is good, then I write a program to predict the next ticket(s) and but it.
For example, with my latest version of my Illinois Lotto predictor, I went from the standard 13% overall odds to a 25% overall odds of getting a refund or greater.

I agree it does generally suck. Then again, it has to to some extent in order for the jackpot odds of hitting $30k: 1 in 482,400 to be possible. I know it is hard to believe, but the Money Bags Multiplier is probably the best $2 scratchoff game odds wise in the country (maybe in the world at the moment). Compare it to a New York Lottery game where the odds are 1 in: 1,380,200.00 at hitting a $25k prize on a $2 ticket. Our lottery suddenly seems generous in comparison.

If it is any consolation, I play Calif superlottery and the odds are 1:42 million.
So, tho the pots are larger they only draw 2x a week and the odds are terrible. Second prize is only about 40k. And there is no multiplier option. I won nothing tonight. :(

Whether they spend $10, $15, or $1000 a drawing there are still over 258 million combinations they won't have. I saw a pick-5 (5/37) strategy win a $100,000 jackpot, but the odds it beat were exactly the same as the purchasing a like number of QPs.
