I would volt PB and MM because of the odds, I don't know why anyone would even play these games. I don't undertand why anyone would play a game where the odds are only 1 in 1000. The only way to come out ahead in the lottery is to have results that are improbable. In a game with odds of 1 in 1000 you could get lucky and have an improbable result the very first time you play, but if you continue playing you will almost certainly be in the red again in only 500 days. I personally prefer Megamillions. Better odds, higher cash fraction. The number of tickets I play in either game is a function of the expectation value - the ratio of reward to the odds against. Powerball has never, not once, matched Megamillions in this category. I am against a higher priced shorter odds game.
