Actually, I didn't. You just aren't understanding what I wrote. Each person has the same percentage/odds of winning. The only thing that changes those odds/percentages is amount played, which the player decides on. Each state has different odds/percentages of winning because each state has vastly varying amounts of players and money spent on the lottery.
