I used to play L4L when my daughters were in college over in Connecticut. I had lots of reasons to drive over there back then, but my daughters have graduated, so I hardly ever go over there any more even though the NY/CT border is only about a 35 minute drive from house. I think too when I was playing it (2012 timeframe) the matrix was NOT what it is today, and it was easier to hit. (I think it may have been changed to include more Lucky Balls )

How often P3 digit repeats on top next draw?
Past draw history wasn't part of the demo at all, so it was confusing when mentioned.
Everything up to now has only been about ODDS and how to best use those odds.

Question Regarding The Odds of The Pennsylvania Millionaire Raffle
Let's look at the manual aspect of a raffle.
If we assume there are 500,000 raffle tickets sold and each prize winning ticket is drawn one at a time from the mixing drum, then we need to examine what is happening at each moment of selection.
In the 1st Top Prize, one ticket is selected from the drum of 500,000.
The odds of one purchased ticket winning the 1st Top Prize is 1 : 499,999.
Now, the drum is closed and the tickets are mixed again.
How many tickets a left in the drum?

Your one of many other players who can't compare odds.
*I* can certainly compare odds. My point, and I think we agree on this, is that most players can not and/or do not compare odds. If they do, obviously it doesn't make an impression on them, because if it did, NO ONE WOULD PLAY THE LOTTERY because of how remote the odds are!
The thing is, I can also compare payouts. And yes, the odds are worse for C4L than they are for SM. However, the payouts for C4L are better when you compare them by

His odds of winning the jackpot would be better putting all 1200 on one drawing, not 600 on each. But only slightly.
Here's the math:
258,890,850/600 = ~ 431,485 (odds)
1/431,485 = 0.000002317579011 (probability of winning)
(1-0.000002317579011)^2 = 0.999995364847350 (probability of losing either of 2 draws)

Why Only Lotteries rather than Drawings?
Actually I could not find a weekly raffle offered in a state that allows for a big jackpot. Obviously the odds are much better with significant prize amounts.
I'm just thinking outloud:
Offer a daily raffle at $2 or $5 per ticket and the state keeps 25% of the revenue leaving the following odds and prize amounts with a daily guaranteed winner:
