I didn't say this game exists. It was a rhetorical question -- would you bet $2 on a 1 in 53 billion chance of winning $6 million? About those NC Digital Online Games...What's the verdict?
I checked this out. They operate like multi-line video slot machines. For $100, you can bet 50 cents a spin and play for hours. The purpose is to burn time. It is possible to win, but it's unlikely because of the low variance. You're grinding your money down, giving the house an average of 12% of your bet, over and over and over.
Technically the NC digital games are not slot machines. They are scratch-off tickets. I looked at one and it has 2,000,000 tickets, of which one is the jackpot.

Lottery Numbers Aren't Meant To Be Random
Ney1 is correct and you are wrong, a good sign you did not pay any attention while watching the video..! The order in which lotto numbers are drawn does NOT determine winning numbers at all, instead, the machine uses the previous position of each number to pick numbers thus explaining why lottery numbers appear random during each draw and partly why they repeat.
You are just arguing but you have nothing to show to prove any of your points at all.

Florida and Claiming a Jackpot Anonymously
I'd think that most states would have a page about winners on their website to promote the lottery. The page on the NY website may not have every winner of $1 million or more, but they've got plenty of entries for people who won 1 or 2 million (and occasionally more) with a 5+0 prize, plus winners for life. Assuming FL has such a page I'd expect somebody who won $6 million, regardless of the game, to get an entry.
