But the best way for a scammer to get pics of winning tickets is to con folks into spending their hard-earned money to buy tons of and tons of losing tickets so they can send you a pic of their winning ticket to post on the forum, right CASH34OLOGIST? That's the social media aspect of your pathetic scam. If they make a movie about you it will be called School of Scam.

I agree, retailers are allowed to keep them. But what other purpose can the kept losing tickets serve other than for them to be used to offset gambling winnings? (legally or illegally) I'm not sure I understand what a crook bringing a previously cashed winning ticket into a store has to do with losers that are already in the box under the counter.
