I agree with you. All of the new $20 tickets are set up so that the vast majority of the winners on a roll will be $20 winners. Based solely on the published odds, there will only be one $30, $40, $50 and $100 winner in a roll of 30 (and sometimes not even a guaranteed $100 winner). Anything above $100 becomes exponentially harder to win. Given the overall odds of 1 in 3, it is challenging to simply win, let alone win a prize greater than $20. Defying Luck
The odds of winning any large lottery jackpot game is so tiny, there's no effective strategy to winning. Buy a ticket or two and hope for the best; figure on winning a small consolation prize, at most.

Thank you for taking the time to reply. I agree with you if we are looking at a $500 prize. But how about the odds for the top prize? I know the top prize for a $1 scratcher is much lower than the $20 scratcher, but the odds are much better.
Looking at the CA Scratchers:
1 in 300,000 to win $650,000 is much better than 1 in 2,400,000 to win $5,000,000, don't you think so?
Winning small prizes in between with better odds will definitely help in extending our dollars to play longer, but

Will you play Powerball more often before the Matrix change in 2015?
States added PB and MM to attract more players to their games and PB's $2+ price and high odds does make the local games with better odds and prices with smaller jackpots look more attractive.
When PB jackpot exceeds $200M its snowball chance in H* of winning doesn't matters as much and many more players will take a chance for $2.
