They don't over-inflate anything. It's an actual calculation based on the best interest rate they can get from a US government security. All of that is in the video. There is no conspiracy to show numbers that are not real. If you win the jackpot, you will get the exact annuity that was advertised. Sometimes even more, if they under-estimated the jackpot, as they often do.

Mega Millions $5 price increase and game changes take effect this weekend
The security thing makes sense, but the MUSL rules specifically prohibit a single entity from purchasing all possible combos. Before taxes, the jackpot would have to be over $2.3B before a group could break even. I don't think that's a concern anymore.

l suspect that this New $5 ticket is a Diversion by Mega Millions to deal with a pending Mystery how two winning tickets was sold in the same store in California.
