Non-Complex P-3 Strategy
In general it's not a good strategy. If a single (i.e. 6-way box) was drawn in the previous draw then their is a 71% chance that if the next draw is a single a digit will repeat from it. Since you are eliminating those digits you are playing against the odds. If the last draw was a double or trip then the odds are more in favor of your strategy.

7 state lotteries join forces for multi-state raffle
I like the idea.... I live in New York, and not very far from the Connecticut border. Twice per year, CT has been running a raffle called SuperDraw. Top prize is 1 million dollars to just one winner, and the nice thing is a max of just 275,000 tickets at $10 each are sold. That said, it could be less than that if they dont sell out all of the tickets prior to the draw date. I've been playing it since Fall of 2012. Mega Millions Takes Over YouTube site!!
The new game is going to much better for the state lotteries with smaller volumes of play. MM upped the 5 + 0 to $1 million, but the odds are over 17 million to 1.
A lot of people here on LP are bailing on MM.
