Your theory can be tested by picking 20 lines using the LP quick pick generator and checking them with the last year of drawings.
If it works than you have come up with a way to beat the odds of winning a jackpot post on the back of most lottery play slips because you will have won a jackpot with only 2080 attempts and no lottery have odds of winning are that good.

The Type of People that play Pick3/Pick4 and some Scams...
I play only Pick-3 and Pick-4 because the payouts relative to the odds are the most fair. I will not play Powerball and Mega Millions, which pay out $150 for a prize with odds of 15,000:1. Even though I just got out of college, I do not have any college loans. Compared to others in my situation, I would say I am pretty well off. Even if I were a multimillionare, I would continue to play only Pick-3 and Pick-4. Then again, I am an exception, and not the rule.

I don't play the p-3 to win 50 bucks. I play to win more on a regular basis. Hoping to win a game such as the JP games is a nice thought, but the odds are against you in a very big way. It would take a miracle to win something like that, as opposed to learning to beat smaller odds on a regular basis.
99.9% of folks who play the JP games will never win in their entire lifetime. Put that in your pipe and smoke it.

Yes, they would ramdomly pick your name or they could assign a number to your name. Say 10 million people buy a ticket worth $10. Thats $100 million dollars. The lottery administrator would keep $25 million, have a grand prize of $50 million and 25 secodary prizes of a $1 million each. Quick Picks on either Power Ball or Mega Million
I actually have a QP my spouse got a year ago hanging up. The numbers are: 10, 20, 30, 40, 50 with a PB of 30.
The odds of getting those are pretty slim. Hmmm...I think I'd rather have the odds of the winning ticket instead.
