Best State Lottery for Scratchers?

Developing a winning MegaMillions System
Hey RJOH, This has probably been asked before but I just had a quick question. The odds of winning the Mega Millions is 1:175,711,538 so say a number has come up in three straight draws and even though that same number has a chance of coming up in the next draw, I eliminate that number from the field. What Would You do If You Knew The Lotteries were Cheating and You Could Prove It?
I assume if lotteries were cheating, they would be trying to pick combinations not played, how would you reverse engineer that? If they were using a program that picked combinations using an algorithm that was predictable, then that would be stupid not cheating and quite a few players might take advantage. Although when Tennessee used a program for their pick3 game that didn't pick doubles or triples, players complained rather take advantage of the 1:720 odds over the 1:1000 odds.

POLL: "All or Nothing" game
When I added up the winning combos and divided them by the possible combos I got: 181,856,005,870/1,646,492,110,120 = odds of 1:9 of winning a prize of $5 or more on a $1 bet, so I may try playing 10 lines during the promotional period and see what happens. That's better than playing Cash5 with overall odds of 1:8.7 of winning $1 or better on a $1 bet. I hope my calculations are right.
