Circle K asks judge to delay expiration date for $12.8 million Arizona Lottery jackpot amid dispute
I don't know what Arizona policy says but the purchase may still be defeated for the following reasons:
He did not buy all other unpaid non winning tickets. The purchase fails the spirit of lottery purchasing. The Purchase was not made before the drawing and at the instance of drawing the ticket converts to the irrevocable property of the retailer.

No excuse for that data breach. I hope there is a lawsuit. Gross incompetence. 800 media outlets!!! How can one mix up a retailer address which is likely in their system vs a personal address?

Heads up for users of the PA lottery mobile app.
The Colorado Lottery app doesn't even tell me how much a winning ticket is worth. It just says Congratulations! You may be a winner! Go visit a retailer .
The reason why I use it is to enter non-winning tickets in their second-chance drawing. Obviously I have to be logged in to do that. Otherwise, they wouldn't know who won should they draw my ticket.

Arizona lottery retailer employee sued after buying $12.8 million ticket knowing it was a winner
Returned tickets have odds that are just as crummy as any other lottery tickets, so I wouldn't buy them just because they were returned (printed by mistake or the would-be player didn't have enough money).
What retailers should do, like any retailer with excess merchandise, is offer them at 50% off. I'll buy them.

I don't see how a vending machine problem is the retailers responsibility. If there is a mechanical or electrical issue with it which there obviously is, how is the retailer supposed to fix it?

I think it should all be anonymous to the exception of government employees and retailer store clerk associates.
When I play pick 3 or 4 I don't like people knowing I win. It's not their business. Here online it's different.

A hole in my argument? Encouraging players to use the QP option and forcing players is two different things. I said to encourage....not force. And I've never seen players figure out numbers at the counter of a Retailer. Usually they come in with their numbers, ready. My responses though is to Coin Toss' statement about Lottery officials loving players looking for consistency in numbers and believe the games are not designed to have any. Idaho Lottery alerts retailers to possible bulk buying attempt over $877,800 Idaho Cash jackpot
that's annoying for sure, but it's hard to argue that either the customer or the retailer are doing anything unethical if the bulk buyer just so happened to get to the store before you did. 1000 tickets might take at most an hour to print?
it's more of a gray area when a group contacts a store manager ahead of time and offers them extra money if they will dedicate the whole day and all their machines to printing off tickets just for their group.
