I didn't miss any memo. I have a spreadsheet for running the Poisson distribution, which of course, is an approximation. To calculate estimated sales, I simply load the last cash value, and subtract the previous cash value (generally off the Texas Lottery site) and use the cash/sales ratio to estimate sales . I make no warranty about the last time I checked the cash value, or the accuracy.

I don't look at the worksheets enough to notice usually but they increased the annuity and the estimated sales but the cash is still listed the same as before at $498. Any idea why?

I don't see the problem with back to back draws.
I see two problems. One is that players would have a maximum of about 22 hours to get out and buy a ticket, assuming they want to wait to find out the results before buying a ticket for the next drawing. It may be closer to half that if lottery sales aren't allowed through the entire night. The other problem is the lottery's side of the same limited purchase period. There is no elsewhere for players to put their money, and I think they think the whiners are idiots who don't understand what's happening. PB and MM are managed separately, but they both funnel money from lottery players to state treasuries and aren't competing against each other. I don't think it has ever been unusual for the first draw or two to be underfunded, but they need to offer some minimum amount or even the addicts might stop playing. MM is gambling that $50 million is the minimum advertised jackpot that will get enough people playing, while posing a minimum risk of paying a jackpot before it's fully funded. MM and PB jackpot increases.
MM went up $25M and PB$ 13.7M yet MM is the one that gets criticized for smaller increases.
MM is offering a bit more than twice as much money, not counting the larger non-jackpot prizes. M is also putting about twice as much money toward the jackpot for each ticket thanks to the $5 price.
Powerball has a lot more regular players who are not addicts.
