Lotto South is a text book example of a high matrix game not delivering desired jackpots. NY daily news scratch n match numbers
I think it may have to do with Casinos. For example casinos are 21 years of age and over. And poker is a relatively common game in a casino. So poker and casinos are tied together. Therefore, poker games may be 21 years of age and over. Maybe, not sure. All I know is that scratch n' match is phoney. Look at the odds in back of the card. Extremely bad odds, and I have never even heard of anybody winning it.
