What if the PA Raffle Prize Structure Was Changed ?
I too am amazed at how many people I know who play who can't tell you anything about the games they play beyond the current jackpot. Who plays more, who loses more?
Let's just say 75% of ticket sales and prize winners are QPs and make it easier to explain. It means for every $25 spent on self picks, $75 is spent on QPs whether or not 75 players buy one ticket or one player buys 75. Your relative to buy-in is comparing apples to oranges unless you're comparing one QP player purchasing 75 tickets to one SP player purchasing 25. But isn't that a fallacy? If my odds are 1:18mil with one ticket and 1:9mil with two tickets, wouldn't my odds then be 1:560 000 if I buy 32 tickets I never buy 32 tickets so I dont know. But take the last draws winning numebers. If I played 2 9 11 24 25. I could then wheel my combos with 2 9 11 22 23. The extra dollar could have a potential strategic effect, whatever the stated odds may be. Nice choice of word with fallacy. There is so much LP history and nostalgia there.

Group Size Limit...
I know you and your group would like to be playing all that money toward a large jackpot ... so everybody has enough for retirement or whatever. In PA the starting jackpot is $500,000 so it can take a whole month or five weeks just to get to $1 million dollars. It starts to move a little better after that. Yes, you are correct, the difference in population probably has a lot to do with PA having smaller jackpots plus I have another theory, unproven of course ... maybe more people have given up or cut back on MM and PB going after better odds to win something. Are Scratchers infinitely harder to win?
I never saw a $1 or $2 scratch-off with that large a payoff. If you want to win something with a chance of it being $5000 or under, scratch-offs give a much better chance. Neither have I. And the odds are those are just horrible. There was once a Reddit AMA where a guy that worked for a state's lottery was answering questions and he even referred to those as impulse buys. In fact, it was from him (her?) that I instituted my $10 minimum limit rule - that really turned things around for me
