Cash vs Annuity
I've done many searches on this subject but haven't found a solid answer so I'm posting here. If you win a non jackpot prize, specifically one million dollars, does the cash vs annuity apply. In other words, if I win one million do I receive the one million minus the lottery tax deductions for federal and state or do they determine a cash option amount and take the taxes from that amount. Like when you win the jackpot the cash option is always a lesser amount than the annuity amount so does this

I personally (before cunsulting a tax attorney or cpa aka accountant) would take the payments. i know i am pretty bad with money so to have it regulated i would feel more secure.

Some lottery winners STILL are forced to receive annuity payments if they win (ie, Mass. 6/42 and 6/49; various scratch games in NY and Mass., and probably in some other states.)Do you believe all games with annuity prizes (other than lifetime prizes) should allow the winner to collect in LUMP SUM within 60 days of the ticket's validation?

Todd:I would welcome an _intelligent_ debate over the cash vs annuity issue.If someone believes annuity is better because you can't spend it all in one place , it implies that a lottery winner cannot handle a lump sum of millions of dollars.
