I agree. Of course running a lottery is not necessary to fund education. What many states have done, especially those that claim they are running an education lottery (such as North Carolina) is to use lottery proceeds as a replacement for tax revenue. The lottery may claim otherwise, but that is exactly how it works.

About those NC Digital Online Games...What's the verdict?
I asked the search engine about NC digital instant games and what money they take in vs what money they pay out. Education: In reality lottery money appears to go into education but somewhere else in the state budget or in the education system itself an equal or greater amount than what 'went in' to education is taken out.
