The fact is the state's lottery had nothing to do with that scandal. It was done by Nick Perry, the station's lottery announcer, along with a stagehand. Also the station's art director created the weighted balls for the draws. For some reason this saga is commonly brought up when someone accuses a state lottery of rigging.

The employees in the PA scandal and Eddie Tipton were rigging the lottery to benefit themselves and their friends. Not sure if the OP believes this, but I've seen this stated before, that state lotteries rig their games to benefit the lottery itself .
