MUSL added the 10X multiplier to PowerBall on 10/7/2015. According to The Texas Lotto Report (https:///PB2015Rule.htm) -

"PowerPlay prizes can be multiplied by 2, 3, 4, 5 or 10 times.
They added the 10x to the mix BUT they have the option to announce
the 10x may not be available for a particular draw. And the 10x is not
applicable to the 5 + 0 - the $1 million prize - it's capped at $2 Million."
The Texas Lotto Report also breaks out the number of tickets sold with The PP option added which has hovered around 30 to 35 percent since October of 2015. I could be wrong, but based upon what I've seen in The TLR, I don't think taking away the 10X multiplier at a jackpot of $150,000,000 moved the needle very much with regard to the number of players willing to purchase it.
I don't know precisely when they implemented the option to remove the 10X multipier for jackpots starting at $150,000,000. But if memory serves me correctly (which it does NOT do such a good job of lately) there were quite a few drawings before it happened. (Could be multiple years worth of drawings) Maybe somebody else knows when they did that?
I buy The PowerPlay, but I don't give a flyin' flip about the expected value of a $1 bet. To me, it's FUN to play the lottery. And Oh yeah, I might win some money by playing it, but I never hold my breath either. I have more than enough money to live my life without playing the lottery. And although you cant possibly know that's true, much less actually SEE it, it's definitely TRUE! I'm even crazy enough to play the same identical line 5 times on my ticket, with the PowerPlay added to boot! That's because I can afford to blow money on a what amounts to one line of PB numbers. (I'll even do the math for you - it's 15 bucks per line)
If I matched four numbers and The PowerBall too with The PP added, and The PP Number was 2X I'd win $500,000. ($100,000 for one line, but I bought the same line five times which brings my total winnings to $500,000.) I don't need it, but my adult kids sure do. They'd benefit from that money more than I would. They might become just like me, DEBT FREE! I'd see to it! The money pays down their debt or they dont get any $$$ from their old man. G5
