it's illegal to mail lottery tickets [Where have you been?] that covers that point. They take a 1% ownership in the ticket to get around that legal hurdle, if you don't like that 1% ownership then don't contract with them, pure plain and simple. I don't think you will find anyone else out there that's going to give you what you want for what you are willing to pay. By an unusuall way, yes I have been in contact with lottery employees. The company that I am employed by carries a state contract in which they purchase items from us and we deliver. The staff members are even told that if a vendor so much as jest about suggestions or changes to a lottery game that they must report them. Apparently they are not allowed to so much as discuss any feedback unless you are addressed as a citizen and not a vendor. I do feel its unjust that they get to play the lotter
