Arizona lottery retailer employee sued after buying $12.8 million ticket knowing it was a winner
Some great case law will be made one way or another in this matter. I assume these stores are like a franchise but if the contract is silent on the issue, it may be split between Citcle K and the store manager (owner?). The Circle k website says it uses a hybrid model for the stores so this may control the outcome along with what has been the standard practice for leftover tickets.

As of right now Dc 5 has played all single digits 36 times in a row. Not 1 duplicate digit has been played in the 36 draws. Duplicate digits make up roughly 70% of the numbers. Mathematically this is impossible and seems to be what happened to pick 3 and Pick 4 in Tennessee in 2007

it was the first time a big winner was amongst the rejected pile.
I think I remember a similar story in the past, but it's not a good enough memory to be very confident. Memory aside, probability suggest that it would he been for a smaller amount prize.
I'm obviously not a lawyer but it's pretty obvious that the ticket belongs to the store.
It was unsold at the time of the draw therefore the store had to buy it.

What does authority mean? Even a town justice has extremely broad authority until a higher court (or the state board of judicial conduct) steps in. The judge can certainly order the lottery to extend the claim period but the lottery can appeal and potentially have a higher court allow them to follow their usual rules almost as soon as the ink is dry on the lower court's order. I doubt the lottery has the ability to extend the claim
