21 Combinations
Well, I'm not the one claiming that 'lottery is rigged' thus I don't have to offer a theory to that end .... the onus is on you to prove your theory of a world-wide lottery conspiracy. So far you have not posted anything that could be even remotely considered proof, it's all been speculation.
Further, among other things, it's blanket statements like this one: what makes GTECH the big boss or the backbone of the lottery worldwide which just don't cut the mustard. For example, GTECH provides no

Piqua lottery winners sued by co-workers
In this case, I think the plaintiffs may have a good case (which is different than an easily provable case) for partial shares. If they participated in the 12/9 drawing and winnings from that drawing were used to buy tickets for the 12/12 drawing, then they were de facto participants in the 12/12 drawing. The only question would be how much they participated, and how the winnings should be divided.
If all 19 people (the original 15, and the 4 plaintiffs) normally played, each one would own 1/

DOJ says privatizing state lotteries illegal
Geez, If I bought a Lotto ticket, would I have to confer with the Feds before I went an Leased my ticket to someone else??
When we sign the back of a ticket we establish ownership and the worth of the ticket is determined by the state's lottery rules and regulations. We've heard about many court cases where the ownership of tickets was in dispute but I don't think any of them disputed the state's lottery rules and regulations. A legal contract to lease your ticket should conform to federal

Ohio Lottery website taking a survey of possible MM changes.
At the Sept. 17 meeting, the Texas lottery director told the commissioners that the MegaMillions game is under 'general' review.
All of the possibilities were mentioned, but nothing specific.
The MegaMillions game is a standard agenda item in Texas. They talk about the contract in closed session, but they have to vote in public, if there is something to vote on.
A former commissioner who was pushing to have both MM and Powerball in Texas has been reassigned. I don't think the topic w

How are payments invested?
Once you are given a contract for a guaranteed yield, the total payments will add up to that face value at maturity.
Ohhhh, okay.
That's exactly what I wanted to know. I wasn't sure if someone could end up with LESS then what they understood they were getting at the time of choosing the annuity over cash.
Thanks!

Pennsylvania Lottery retailer machines
Doc, I do see your view point on pay outs for the automated system. That is one of the negatives for such machines.
I am not a fan of them yet so very often if I am in a rush and the machine is available I use them. Beats standing behind a person who has 100 numbers that they must play in various orders and then decides to cash in some crinkled tickets that have to be manually entered. Trust me, I am NOT patient with players that seem to think they OWN the machine and can take all day.
