No I dont think they need to re-word their contract with retailers. Im sure they have things in place that would void their contract with the retailers when they pull things like this. The commission's lawyer's probably will state some moral's clause and that retailer would lose his liscense anyway. Now the state prosecutor's office needs to probably do more than the lottery commission in this case. Losing the right to sell lottery tickets should be the last thing this particular retailer should

Illinois to fire private lottery operator
The bumpy marriage between the state and the private company that operates the Illinois Lottery is ending in a divorce.
Gov. Pat Quinn's office confirmed to me today that it is ending its contract with Northstar Lottery Group LLC to operate the $2 billion-a-year lottery system, seven years earlier than scheduled.
It is not yet certain whether the separation will be voluntary by both parties, but a decision to end the contract has been made.

Bid to privatize Pa. Lottery's management extended by a week
The British firm that is seeking to take over management of the Pennsylvania Lottery's management for the next 20 to 30 years has agreed to extend its bid's expiration date by a week.
