it was the first time a big winner was amongst the rejected pile.
I think I remember a similar story in the past, but it's not a good enough memory to be very confident. Memory aside, probability suggest that it would he been for a smaller amount prize.

Lottery is not random it's predetermined
I've always believed that state lotteries truly want winners, especially big jackpot winners. What does rigging a draw do for the state?
I think there are two obvious reasons for the lotteries themselves to rig the game(s). One would be so that a few insiders could divert prize money to themselves. The other, and better, IMHO, reason would be to allow a jackpot to continue growing in order to boost sales.

The ticket is yours the moment you buy it. What it isn't is an financial instrument worth millions. Even after the drawings it's not worth anymore than you paid for it. A bit of context for people who might not be aware. California's multiplier numbers do not work like the other states' do.
