You should contact your state's lottery... violation of contract. The stores would lose their Lottery contract and will no longer be able to sell lottery.
Do they not know the store gets money for selling big winning tickets?

In most states if the dollar amount was $1000 or less you may be correct. But my understanding is, over $1000 and contract law would be followed. Since we don't have more details in the story to know if 'signing' the ticket means you are bound by the rules/contract we really don't know what would prevail in this case.
It could be just as you say and the 'rules' could let them verbally determine who gets what.

More than 51 percent of high prize scratch-off game tickets worth more than $1 million have gone unclaimed in the five years since IGT took over.

Maybe Connecticut will sue Marcum for the amount of the blunder or at least get out of the contract. Hopefully without paying for the rest of the contract, but that never happens somehow.

Florida Governor appeals loss in lottery case
This makes no sense. Why is he fighting so hard to keep a contract that shouldn't have been allowed in the first place? This is a built in security measure to prevent exactly this. Why can't they simply draw up a new agreement that stays within the bounds of the law? If this company doesn't like it, so what? It's implausible that they're the only company willing to throw their hat in the ring to obtain such a lucrative contract. Ridiculous waste of state resources and court time.
